Alright, here is what's doing nicely for your piece: the overall composition, the colors, the shape, and most definitely the background help bring out your character. I like what you did for the texture of the scales and especially the fins! Also, the hair is something to note about. I especially like the light you put up on the surface. It is nicely reflected on your character.
Now for the things you could to work on: I suggest you look for underwater photos that show the light coming from the surface. Because if it wasn't for the fish, and the mermaid, I would've thought that this was another world. Besides that, it is really good.

And sure, that'd be fine to post it up with your fan fiction. Like you said, just give credit and link back here but also say "posted with permission from original artist" too so people know that I gave permission for you to post it.
Not sure if it has a name per se, but the model number is WP1062-TAB10 and it measures 10x6.5. If it was the same, it probably cost you around $40. However, I do recall smaller sizes being available when I bought it. You might have ordered one of those. If that's the case, don't worry because my husband has a Wacom that's a smaller size and he really enjoys using it. It all depends on what is right for you. However, when it comes to brands, I recommend Monoprice all the way. It has never failed me, is a reasonable price, the nibs don't wear out as quickly as Wacom, and I have never had a problem with it that wasn't my own fault. And that was only because I sometimes fell asleep on the pen and I naturally hold a pen incorrectly because of the shape of the bones in my hand so I kinda killed it. However, the replacement was even nicer and only cost $10. It also came with 5 extra nibs so we probably have 15 replacement nibs laying around because they don't wear out easily.
